My client is a large multi-national, US company - that is rapidly growing and has a very impressive track record of development and delivery in the UK and abroad in terms of growth and market penetration.
The business has large corporate head offices in the easily accessible Blackburn areas (just off the M65). The business has centralised UK operations based in Blackburn for Finance, HR, IT, Marketing etc and the business has an energetic hub for activity for a large multi-national.
Description:
This position is newly created, after substantial UK growth and the integration of operations into a Business Shared Services. The result is an exciting and diverse position, that offers diversity, autonomy, challenge and reward in equal measure.
This position will head and lead the UK Payroll department, of a large multinational. The position will have much responsibility and exposure within the group - with key stakeholders such as Divisional Directors, the Vice President for Finance, SSC Director and UK FD.
The position has 6 direct reports including an Assistant Payroll Manager, and the team is a well motivated, long standing department with a strong work ethic and good technical skills. The department needs a leader, who can add immediate value from a technical perspective, but who can management the department and business through a multi-dimensional change program.
This key position, (which is available due to the expansion of the Shared Services Centre) will have primary accountability for a number of monthly payrolls. In addition the successful candidate will ensure payroll procedural documentation is up to date and accurate and reflects an appropriate control environment. Constantly reviewing and testing compliance with a view to amend accordingly.
With 8 businesses, and 4000+ employees the payroll is both weekly and monthly - and has some complexity.
Key Responsibilities:
- Manage the payroll department from an operational perspective, inc Asst Manager and 5 Administrator.
- Train and develop existing staff, and responsibility for recruiting new staff.
- Set and drive standards for gathering data to achieve efficient and effective processing of the multi-payroll function
- Ensure authority matrix regulations are adhered to
- Be proactive in daily duties to ensure the smooth running of the payrolls
- Within the payrolls for which the successful candidate has primary responsibility ensure that employees are paid accurately each month using the Company’s integrated HR and Payroll system
- Proactively devise and implement year end planning to enable the organization to meet its responsibilities for completing year end activities
- Seek out employment and financial legislation changes, identify those which impact on the payroll and manage change implementation to eliminate risk from non compliance
- Supervise review process and workflow to identify ideas for new services and improvements
- Support year end process and annual salary review.
- Encourage productivity and quality through process improvement and best practice implementation
- Manage communication channels as necessary between payroll and stakeholders

The desirable experience and skill sets required:
- IPPM Qualified.
- Departmental management exposure.
- Exposure to complex weekly and monthly payroll's
- Exposure to change environments in payroll (implementation of new systems and/or integration of multi-business payroll's).
- Up-to-date technical knowledge of payroll and HR procedures.
Where specific UK qualifications are required we will take into account overseas equivalents.
