Job Description

This Position is a crucial one within the Finance Department some of the main duties and responsibilities are as follows

Key Accountabilities:

This is a high profile senior professional post requiring resilience and stamina to consistently deliver high quality services and to initiate and support changes in working practices. The Finance Manager must be able to make difficult decisions and to support those made by colleagues and Members. The Finance Manager will have responsibility for providing financial services to Heads of Service, Management board/Leadership team and to Members, for a designated set of services and functions.

This will include all aspects of financial planning, accounting and budgeting, as well as project work and input into developing strategies at service and council-wide levels. The quality of service will be crucial to the achievement of client Councils service and financial plans and the quality of services to the public. The Finance Manager has a key role in ensuring proper stewardship of client council's finances for public benefit.

The post holders key responsibilities will be as follows:-

  • Support the Service Head - Accountancy in delivering the finance service objectives
  • Support the Heads of Services in achieving their service objectives
  • Have responsibility for a number of services and certain specialised financial work
  • Support budget managers in the delivery of their objectives with service budgets
  • Represent the Finance department on inter-departmental teams, including those dealing with managerial issues
  • Deputise for the Service Head - Accountancy when required
  • Ensure that the standards and procedures of the Finance Service continually develop in accordance with best practice and regulatory requirements
  • Monitor performance measures for the service
  • Advise on the development and implementation of new systems
  • Produce and maintain Finance Manuals and guidance
  • Lead, supervise and motivate all staff to ensure their commitment to providing professional, pro-active services
  • Identify the training and development needs of staff both for the benefit of the services and to enable them to reach their full potential
  • Identify, interpret and recommend strategies relating to all legislation that affects the financial management of services
  • Participate in the development of strategies, policies and initiatives that require financial support and guidance
  • Plan, supervise and implement all tasks relating to the final accounts process, the external audit process, and production of the Statement of Accounts, statutory returns, budget monitoring procedures and general ledger management
  • Ensure the service achieves its objectives and that Service Level Agreements are achieved to a high standard
  • The post holder will be expected to travel as necessary to achieve the requirements of the role

Any other duties appropriate to the post and grade as required by the Service Head - Accountancy, to whom this role reports.

Knowledge and skills:

  • Knowledge of finance theory and practice, and the skills to adopt financial service management best practice
  • Knowledge and skills in relation to local government financial regulations and requirements
  • Strong business awareness/knowledge in relation to operational management and alignment to strategic objectives
  • Change Management skills to introduce changes and improvements to service
  • Knowledge of e-capabilities for financial services


  • Post qualification experience of leading on financial initiatives in a large complex organisation
  • Management and finance experience with a proven track record of developing and implementing financial solutions at an operational level
  • Experience of managing staff within a transition situation, and in an operationally demanding, service and outcomes focused environment
  • Track record of delivering measurable improvements in finance service delivery to meet business objectives
  • Track record of robust quality and budget management
  • Experience of managing in a political environment with knowledge of local government
